Rt. Rev. Dr. Dennis Tak Wing Ng was born in a godly Christian family. His brother was a priest of the Anglican Church of Canada who left in 2002 to join the Anglican Province of Rwanda of the Anglican Mission in the Americas (AMIA), the one that preserves the traditional teaching and the traditional marriage, when the controversy over the ordination of homosexual priests began. Rev. Ng's brother is now the Missionary Bishop of Canada of AMIA and his sister is a headmistress of an Anglican secondary school.

Rt. Rev. Dennis Ng graduated from the Music Department of Chung Chi College of the Chinese University of Hong Kong. He began his formal music training when he was young. At the age of 15, he was the winner of the Senior Trombone Solo class in the Hong Kong School Music Festival and was one of the 12 members in Hong Kong selected to be coached by the Music Office of the HK Government at that time. He was the member of the Hong Kong Youth Orchestra and the Hong Kong Youth Symphony Orchestra and he represented Hong Kong at the International Youth Music Festival in Aberdeen, Scotland. After graduation from university, he became the Head of Music of the Methodist College, then the Head of Religious Studies, the Head of Music and the chaplain of the St. Catherine's School for Girls. Since 1985, he was the conductor of the Student Chorus of the Chinese University of Hong Kong Student’s Union. In 1993, he became the first director of the Student Chorus. With 12 years under his guidance, the Student Chorus was praised to be one of the best university choirs at that time. Under the calling of God, Rt. Rev. Ng has served in full time ministry since 1999.

Rt. Rev. Ng was appointed to be the founding pastor of Sheng Kung Hui St. Timothy's Church. After six years of theological training under Sheng Kung Hui, he was ordained a deacon in 1997, then ordained a priest in 1998 in Sheng Kung Hui. He served as the curate of St. Stephen's Church, the vicar of Kei Lok Church and Church of the Holy Word and the Diocese Mission Officer of the Diocese of Eastern Kowloon, Hong Kong Sheng Kung Hui (Anglican).

In Nov 24, 2006, Rt. Rev. Ng opened a new page in ministry by establishing the R.D.N. Victory Ministries Foundation in Toronto. In 2008, the first church, Church of Jesus Christ the King, was founded. In 2009, Church of Jesus Christ the Good Shepherd was formed. In 2011, Church of the Good Samaritan and the China Victory Theological Seminary were established. In 2014, Church of the Miracles of Jesus Christ was formed.

Rt. Rev. Ng received a Master of Arts degree in Religious Studies from the Department of Religion of the Chinese University of Hong Kong in 2001, in 2003 he earned a Master of Theology from the Theology Division of Chung Chi College of the Chinese University of Hong Kong, in 2010 he received a Doctor of Theology degree from the Divinity School of Chung Chi College of the Chinese University of Hong Kong. Rt. Rev. Ng is currently the International Overseer of the Victory Ministries International (VMI). VMI is a church that firmly believes in tradition Christianity and follows the doctrine of traditional Christianity and the Apostles' Creed.

伍德榮會督本身出自一個虔誠的基督教家庭, 其兄長是加拿大聖公會牧師, 自從聖公會出現同性戀按立的爭議後, 他(其兄)毅然於 2002 年離開加拿大聖公會, 加入美洲聖公會使命團 ( Anglican Mission in the Americas, 簡稱 AMIA ) 之聖公會盧旺達教省,此聖公宗群體為一個保持著傳統教導及傳統婚姻的群體, 現在其兄是 AMIA 的加拿大主教。至於伍德榮會督的姊姊, 亦是一所聖公會中學的校長。


伍德榮會督早年畢業於香港中文大學崇基學院音樂系, 自幼學習音樂, 十五歲獲得校際音樂節高級組長號獨奏冠軍, 及於當時香港政府音樂事務統籌處培植之全港十二名學員之一。伍會督參與早年香港青年管弦樂團、香港青年交響樂團, 及派往參加英國鴨巴甸 (Aberdeen) 之青年音樂節。伍會督於大學畢業後, 先後出任循道中學之音樂科主任、聖傑靈女子中學宗教科及音樂科主任及校牧, 為高級學位教師超過十年。自 1985 年為香港中文大學學生合唱團指揮, 1993 年為首任之合唱團音樂總監。當時香港藝術發展局之樂評稱伍會督為本港著名音樂教育家, 而中大合唱團於伍會督教導十二年後, 亦被稱為本港最佳大學合唱團之一。在神的呼召下, 伍會督於 1999 年全時間投入傳道工作。


伍會督於 1990 年被差派為聖公會聖提摩太堂創堂主任, 經過六年聖公會的神學院訓練, 於 1997 年按立為聖公會會吏, 1998 年按立為聖公會牧師, 先後為聖士提反堂助理牧師、基樂堂及聖道堂主任牧師, 及香港聖公會東九龍教區宣教幹事。


2006年11月24日, 伍會督於多倫多成立國際得勝生命差傳基金會, 開始新的事工一頁。2008 年在本港成立第一間教堂基督君王堂, 2009 年開始第二間教堂基督善牧堂, 2011 年成立好撒馬利亞人堂及創立中國得勝神學院, 2014 年成立基督神蹟堂。


伍會督於 2001 年獲香港中文大學宗教系頒授文學碩士, 2003 年獲香港中文大學崇基神學組頒授神學碩士學位, 2010 年獲香港中文大學崇基神學院頒授神學博士學位。伍會督之著作甚豐, 包括 : "有聲音從天上來", "有聲音從雲彩裡出來", "您知道自己是誰嗎?", "救贖教義―使徒及早期教父的教導", "路德的經典救贖觀", "奧連對三種救贖觀之研究", "經典救贖觀之再現", "在耶穌眼中的我", "罪與我何干?", "世界的罪", "天上的父親正在等待您 !", "耶穌對您作了甚麼邀請? 祂真能使我改變嗎?", "甚麼是十字架? 十字架對我們有甚麼意義?", "甚麼是福音? 福音對我們有甚麼意義? 我也可以復活嗎?", "真的有重生嗎? 我可以怎樣作?", "門徒如何得著聖靈的洗? 今天您可以得著嗎?", "耶穌如何應允跟隨祂的人? 您是否以祂為神呢?"


伍會督現為國際得勝生命差傳總會之會督。國際得勝生命差傳總會乃一個篤信傳統基督教之教會, 跟隨傳統基督教教義及使徒信經, 恪守使徒的信仰。
